Zhaparov: Kyrgyzstan ready to strengthen and deepen existing close cooperation with Uzbekistan

Bishkek, March 11, 2021 / Kabar /. “Kyrgyzstan has always attached great importance to the high level of relations with fraternal Uzbekistan and is ready to strengthen and deepen the existing close cooperation,” President of the Kyrgyz Republic Sadyr Zhaparov said on March 11, in his statement to the media following negotiations with President of the Republic of Uzbekistan Shavkat Mirziyoyev.

The Kyrgyz president’s press service reported that Sadyr Zhaparov expressed gratitude to Shavkat Mirziyoyev and the people of Uzbekistan for the humanitarian assistance provided in the form of food, medical supplies during the coronavirus pandemic and the construction of health facilities.

Sadyr Zhaparov noted that during the talks between the heads of the two states, an exchange of views took place on a wide range of issues of further development of multifaceted Kyrgyz-Uzbek cooperation and a number of decisions were made.

“We paid special attention to the further development and deepening of strategic partnership between our states, interaction in integration and international organizations. I also invited Shavkat Miromonovich to pay a return visit to Kyrgyzstan at any convenient time,” Sadyr Zhaparov said.

The head of state stressed that in order to further intensify the entire range of issues of Kyrgyz-Uzbek interaction, regular meetings of the Interparliamentary and Intergovernmental Commissions on Bilateral Cooperation, as well as the Council of Governors of the Government of the Kyrgyz Republic in border regions and khokims of border regions of the Republic of Uzbekistan are planned for the near future.

“Uzbekistan is one of the main trade partners of Kyrgyzstan and occupies a significant place in the trade and economic cooperation of our countries. We also agreed to increase mutual trade by creating all the necessary conditions for business representatives. The Kyrgyz side expressed its readiness to work together to increase bilateral trade up to USD 2 billion. It should be noted that during the business forum between the entrepreneurs of Kyrgyzstan and Uzbekistan, contracts were signed in order to deepen cooperation in the field of trade, as well as to improve the investment climate between our countries,” the president noted.

Sadyr Zhaparov spoke about the agreement on the resumption of the mutual Days of Culture and Art in the near future as soon as the restrictions associated with the coronavirus infection pandemic are lifted.

In addition, an exchange of views took place on the regional and international agenda, and joint actions in the format of multilateral cooperation were outlined.

“In general, I want to emphasize that the Kyrgyz side is satisfied with the results of the negotiations with the top leadership of Uzbekistan and notes the progressive nature of our strategic partnership. However, we still have a lot to do. For this we have the desire, the aspiration and the political will. We are ready to dynamically develop fruitful cooperation with fraternal Uzbekistan in all directions,” concluded President Sadyr Zhaparov.

Number of documents signed within Kyrgyz president’s state visit to Uzbekistan

Bishkek, March 11, 2021 / Kabar /. As part of the state visit of President of the Kyrgyz Republic Sadyr Zhaparov to the Republic of Uzbekistan, a number of documents were signed that are aimed at building up Kyrgyz-Uzbek joint cooperation, the Kyrgyz president’s press service said.

President Sadyr Zhaparov and President of Uzbekistan Shavkat Mirziyoyev adopted a Joint Statement.

In addition, the following documents were signed:

– Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Uzbekistan on the Kyrgyz-Uzbek Development Fund;

– Agreement between the Ministry of Economy and Finance of the Kyrgyz Republic and the State Customs Committee of the Republic of Uzbekistan on cooperation in the fight against smuggling and violations of customs legislation;

– Agreement on cooperation between the Ministry of Energy and Industry of the Kyrgyz Republic and the Ministry of Energy of the Republic of Uzbekistan;

– Program of cooperation between the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Foreign Affairs of the Republic of Uzbekistan for 2021–2022;

– Protocol between the Ministry of Economy and Finance of the Kyrgyz Republic and the State Customs Committee of the Republic of Uzbekistan on the exchange of information on the movement of goods in mutual trade;

– Agreement between the Ministry of Health of the Kyrgyz Republic and the Ministry of Health of the Republic of Uzbekistan on cooperation in the field of health;

– Memorandum of Understanding between the Academy of Public Administration under the President of the Kyrgyz Republic and the Academy of Public Administration under the President of the Republic of Uzbekistan;

– Memorandum of Understanding and Cooperation between the State Inspectorate for Environmental and Technical Safety of the Kyrgyz Republic and the State Committee for Industrial Safety of the Republic of Uzbekistan;

– Memorandum between the Ministry of Economy and Finance of the Kyrgyz Republic and the Antimonopoly Committee of the Republic of Uzbekistan on cooperation in the field of competition policy;

– Memorandum of Cooperation between the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic and the Ministry of Physical Culture and Sports of the Republic of Uzbekistan;

– Protocol of the Minister of Energy and Industry of the Kyrgyz Republic, the Minister of Water Resources of the Republic of Uzbekistan and the Minister of Energy of the Republic of Uzbekistan on the mutual supply of electricity;

– Protocol of Intent between the Ministry of Defense of the Kyrgyz Republic and the Ministry of Defense of the Republic of Uzbekistan on the development of cooperation in the military and military-technical fields;

– Plan of cooperation between the Ministry of Defense of the Kyrgyz Republic and the Ministry of Defense of the Republic of Uzbekistan for 2021;

– A plan of joint measures for the interaction of authorized bodies in the framework of the implementation of the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Uzbekistan on cooperation in the field of plant quarantine;

– A plan of practical measures (Roadmap) to expand and deepen cooperation between the Kyrgyz Republic and the Republic of Uzbekistan in the field of industrial cooperation;

– Action plan for 2021–2023. on the implementation of the Agreement on cooperation in the field of culture and art between the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic and the Ministry of Culture of the Republic of Uzbekistan;

– A plan of practical measures (Road map) between the Kyrgyz Republic and the Republic of Uzbekistan on cooperation in the field of agriculture and food supply;

– Calendar of events for 2021–2022 on the implementation of bilateral cooperation within the framework of the Memorandum of Understanding between the State Agency for Youth, Physical Culture and Sports under the Government of the Kyrgyz Republic and the Central Council of the Youth Union of the Republic of Uzbekistan, dated December 13, 2017 in Tashkent;

– Memorandum of cooperation between Naryn Oblast of the Kyrgyz Republic and Fergana Oblast of the Republic of Uzbekistan;

– Roadmap for further deepening and expanding cooperation between Batken Oblast of the Kyrgyz Republic and Fergana Oblastof the Republic of Uzbekistan;

– Roadmap for further deepening and expanding cooperation between Jalal-Abad Oblast of the Kyrgyz Republic and Namangan Oblast of the Republic of Uzbekistan;

– A roadmap for further deepening and expanding cooperation between Osh Oblast of the Kyrgyz Republic and Andijan Oblast of the Republic of Uzbekistan.

ADB appoints new country director for Kyrgyzstan

Bishkek, March 11, 2021 / Kabar /. The Asian Development Bank (ADB) has appointed Kanokpan Lao-Araya as its new Country Director for the Kyrgyz Republic, ADB said inits press release.

Ms. Lao-Araya will lead ADB’s operations in the Kyrgyz Republic and supervise the implementation of the bank’s country partnership strategy, 2018–2022 and country operations business plan, 2021–2023. Both aim to support growth and economic diversification, improve access to public and social services, and leverage regional cooperation and integration.

“I am pleased to lead ADB’s efforts to support the Kyrgyz Republic’s development goals,” said Ms. Lao-Araya. “Through ADB’s investments and support of reform programs, we will continue to help the country recover from the coronavirus disease (COVID-19) pandemic, drive inclusive growth, and improve access to public services in order to improve the lives of people across the country.”

Ms. Lao-Araya has more than 25 years’ experience working on development and economic issues across the Asia-Pacific region. She joined ADB in 2001 from the Ministry of Finance in Thailand and has since held a series of increasingly senior positions. Latterly, she was ADB Country Director for Bhutan where she led the bank’s operations including the implementation of ADB’s COVID-19 support.

Ms. Lao-Araya holds doctorate and master’s degrees in economics from Indiana University Bloomington, USA, and a bachelor’s degree in economics from Chulalongkorn University in Thailand. She is a national of Thailand.

Ms. Lao-Araya replaces Candice McDeigan who was appointed as ADB Country Director for Azerbaijan.

In 2020, ADB provided more than $70 million to the Kyrgyz Republic including $50 million in budget support and $20 million in emergency assistance to help mitigate the health, social, and economic impacts of COVID-19 and strengthen the health sector. Since the Kyrgyz Republic joined ADB in 1994, the bank has provided around $1.4 billion in grants and loans.

ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 68 members—49 from the region.

Kyrgyzstan, Mongolia to strengthen cooperation

Bishkek, March 10, 2021. / Kabar /. Counselor of the Embassy of the Kyrgyz Republic in Russia Aidit Erkin met with dor Counselor, Trade Representative of the Embassy of Mongolia in the Russian Federation Danaazhav Khasar, the press service of the Kyrgyz Foreign Ministry said.

During the meeting, topical issues were discussed within the framework of bilateral and multilateral cooperation between Kyrgyzstan and Mongolia.

The sides expressed their mutual opinion on the importance of intensifying contacts in order to strengthen Kyrgyz-Mongolian cooperation in the future.

Turkish FM Mevlut Cavusoglu arrives in Bishkek

Bishkek, March 10, 2021. / Kabar /. Minister of Foreign Affairs of Turkey Mevlut Cavusoglu has arrived in Bishkek, the press service of the Kyrgyz Foreign Ministry said.

During the visit the Turkish foreign minister will meet with his Kyrgyz counterpart Ruslan Kazakbaev and other Kyrgyz officials.

The 4th meeting of the Joint Strategic Planning Group between Kyrgyzstan and Turkey is also planned within the framework of the visit.

During the upcoming meetings and talks it is planned to discuss previously reached agreements on further development and strengthening of bilateral cooperation in political, trade, economic, cultural, humanitarian and other spheres, as well as issues relevant to Kyrgyz-Turkish relations.

An exchange of views on expanding cooperation between Turkic-speaking states within the Turkic Council and current issues on the agenda of this international organization will take place.

Deputy FM of Kyrgyzstan and Ambassador of Qatar discuss promoting joint projects

Bishkek, March 5, 2021. / Kabar /. First Deputy Minister of Foreign Affairs of Kyrgyzstan Nuran Niyazaliev received Ambassador of the State of Qatar to the Kyrgyz Republic Abdullah Al-Sulaiti.

The press service of the Ministry of Foreign Affairs of the Kyrgyz Republic reported that during the conversation, an exchange of views took place on topical issues of bilateral cooperation in the political, trade, economic, investment, cultural and humanitarian spheres.

The sides discussed the promotion of joint projects in the field of health care and the social sphere, and also considered the results of the activities of Qatari charitable and humanitarian foundations in the Kyrgyz Republic.

Special attention was paid to the issues of mutual support within the framework of international organizations.

Kyrgyzstan, Russia discuss wide range of issues follow-up to two leaders’ meeting

Bishkek, March 5, 2021. / Kabar /. Prime Minister of Kyrgyzstan Ulukbek Maripov received on Thursday Russian Ambassador to Kyrgyzstan Nikolay Udovichenko, the Kyrgyz Government’s press service said.

PM Maripov noted that the Russian Federation is a strategic partner, a close friend of Kyrgyzstan, and the states are linked by historical and cultural roots.

The meeting discussed a range of issues related to health-care, education, cultural, humanitarian, economic cooperation, improvement of investment climate, support of joint Kyrgyz-Russian projects and other topical partnership issues of mutual interest.

The Kyrgyz PM tressed the Government will carry out appropriate work on the implementation of an agreements, reached between the two heads of state during a visit of Kyrgyz President Sadyr Zhaparov to Russia.

Ambassador Udovichenko assured of his readiness to promptly resolve urgent issues of Kyrgyz-Russian cooperation.

14th Summit of Economic Cooperation Organization held

Bishkek, March 4, 2021 / Kabar /. President of Kyrgyzstan Sadyr Zhaparov took part in the 14th summit of the Economic Cooperation Organization (ECO), held in the format of a video conference, the press service of the president reported.

The event was attended by presidents of Turkey Recep Tayyip Erdogan, Turkmenistan Gurbanguly Berdimuhamedov, Afghanistan Ashraf Ghani, Azerbaijan Ilham Aliyev, Iran Hassan Rouhani, Kazakhstan Kassym-Jomart Tokayev, Tajikistan Emomali Rahmon, Uzbekistan Shavkat Mirziyoyev, Prime Minister of Pakistan Imran Khan and ECO General Secretary Hadi Soleimanpur.

In his speech, Sadyr Zhaparov called on the leaders of the participating countries to take joint action to overcome the economic and social crises caused by the coronavirus pandemic, stressing that the Organization has every opportunity to work actively in this direction.

The summit also discussed measures to strengthen joint economic, humanitarian and trade cooperation.

Sadyr Zhaparov to visit Uzbekistan next week

Bishkek, March 4, 2021 . / Kabar /. President of Kyrgyzstan Sadyr Zhaparov will visit Uzbekistan on March 11-12, Foreign Minister of the republic Ruslan Kazakbaev said during a news briefing.

He added a number of invitations were received to pay visit tocertain countries.

“Sadyr Zhaparov said in his speech that he primarily intends to visit neighboring countries,” Kazakbaev said.

The foreign minister said the Kyrgyz president has plans to visit Tajikistan, Turkmenistan and China.

He added visits will be organized at a convenient time for both sides.

Sadyr Zhaparov paid his first foreign visit to Russia on Feb. 24-25. Then, on March 2-3, the Kyrgyz leader made a state visit to Kazakhstan.

Sadyr Zhaparov departs for Kazakhstan for state visit

Bishkek, March 2, 2021 / Kabar /. President of Kyrgyzstan Sadyr Zhaparov flew today to Kazakhstan.

In Nur-Sultan, Sadyr Zhaparov will hold bilateral talks with President of Kazakhstan Kassym-Jomart Tokayev and discuss topical issues of bilateral and multilateral cooperation, as well as further prospects for interaction.

Also, the head of state will meet with the first President of Kazakhstan Nursultan Nazarbayev, Chairman of the Mazhilis of Parliament Nurlan Nigmatulin and Prime Minister Askar Mamin.

At the same time, within the framework of the state visit, a meeting of Sadyr Zhaparov with representatives of the business circles of Kazakhstan is planned.
