Zhaparov congratulates Emir of Kuwait on National Day of State of Kuwait

Bishkek, Feb. 26, 2021. / Kabar /. President of Kyrgyzstan Sadyr Zhaparov congratulated Emir of Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah on the National Day of the State of Kuwait, his press service reported on Friday.

“I express my sincere readiness to work together to further strengthen relations between the Kyrgyz Republic and the State of Kuwait, based on friendship, mutual support and trust for the benefit of both peoples,” the congratulatory message reads.

The Kyrgyz leader wished the Emir of Dubai good health and success in responsible work, and the people of Kuwait – peace and prosperity.

PM of Kyrgyzstan Maripov meets with country’s Business Ombudsman Robin Ord-Smith

Bishkek, Feb. 26, 2021. / Kabar /. Prime Minister of Kyrgyzstan Ulukbek Maripov met with the country’s Business Ombudsman Robin Ord-Smith, the press service of the Kyrgyz Government said on Friday.

The head of the government noted the importance of the Business Ombudsman Institute to ensure protection of the rights and legitimate interests of entrepreneurs and compliance with them by public authorities.

The prime minister emphasized the importance of work with business and investors, including a recent meeting with the business community where the need to build partnerships and mutually beneficial relationships was noted.

Maripov stressed a plan of priority measures is being developed today, where a separate package will include measures to ensure the safety and guarantees of business in interaction with law enforcement agencies.

“A meeting of the Security Council will be held in the near future, where emphasis will be made on the issues of business and investment, as well as interaction with law enforcement agencies, state authorities, local governments and their officials,” the Kyrgyz prime minister noted.

In his turn, Robin Ord-Smith stressed the importance of effective interaction between the Government and the Institute.

He spoke about the activities of the Institute of Business Ombudsman, dwelling on topical issues of providing protection of interests of entrepreneurs.

The business ombudsman of Kyrgyzstan noted that along with the main function of the Institute of Business Ombudsman, its professional team is ready to provide maximum assistance in the ongoing reforms, presenting current proposals to create a favorable environment for business.

Turkic Council attends Workshop devoted to 30th Anniversary of Independence of Turkic Republics

Bishkek, Feb. 25, 2021 / Kabar /. Turkic Council attended the Workshop entitled “Turkic Republics on the 30th Anniversary of their Independence: Yesterday, Today and Tomorrow, Opportunities and Challenges in Cooperation in Education and Science”, the Turkic Council reported.

The conference was co-organized by the Center for Strategic Research (SAM) of the Ministry of Foreign Affairs of the Republic of Turkey and the International Turkic Academy on 24 February 2021 in virtual format.

The opening speeches were delivered by the Deputy Minister of Foreign Affairs of Turkey Yavuz Selim Kıran, Chairman of Center for Strategic Research Dr. Ufuk Ulutaş and President of the Turkic Academy Prof. Dr. Darhan Kıdırali.

Deputy Minister Kıran emphasized that the relations with the Turkic States in every field, strengthened from our common ties. Deputy Minister also stated the cooperation in such fields as culture, science, and education serve for further deepening the friendly and fraternal ties between Turkic peoples.

After the opening remarks, two sessions took place with the participation of Secretary General of TURKSOY Dusen Kaseinov, Deputy Secretary General of the Turkic Council Sultanbek Raev, Founding Secretary General of the Turkic Council Ambassador Halil Akıncı, President of the Turkic Cultural Heritage Foundation Gunay Efendiyeva, Deputy Secretary General of TURKPA Ali Yildiz, Turkey Presidential Security and Foreign Policy Committee member Prof. Dr. Aygün Attar, President of the UNESCO National Commission of Turkey Prof. Dr. Öcal Oğuz, Ambassadors of the Member States of the Turkic Council, Rector of Cappadocia University Prof. Dr. Hasan Ali Karasar and academicians where they made a presentations on the achievements of the Turkic States during the years of independence.

Deputy Secretary General Sultan Raev underlined in his speech the importance given to cooperation in the field of education and science on the work programme of the Turkic Council. Referring to the decisions of the Summits of the Turkic Council, Raev stressed the support of the Heads of States to the broadening of the “Orkhun Exchange Program”, as well as increasing the number of students and academics involved in the processes of “Educational Exchange Program” for education professionals and “3rd Student Exchange Program” among secondary/high schools students from the Member States.

Sultan Raev expressed his hope for the constructive outcomes of this Workshop to further contribute to the cooperation in the education field among the Member States.

Kyrgyz Ambassador to Germany lays wreaths to Soviet War Memorial in Tiergarten

Bishkek, Feb. 24, 2021 / Kabar /. On Feb. 23, Ambassador of the Kyrgyz Republic to Germany Erlan Abdyldaev took part in the solemn ceremony of laying wreaths by the heads of the diplomatic missions of the CIS member states to the Soviet War Memorial in the Tiergarten on the occasion of the celebration of Defender of the Fatherland Day.

The press service of the Kyrgyz Foreign Ministry reported that, the event was also attended by representatives of public organizations and people from the CIS countries living in Germany.

The Soviet War Memorial in Tiergarten commemorates the Red Army soldiers who fought and fell in the battle for Berlin in 1945.

Kyrgyzstan’s tourist potential presented at book fair in Minsk

Bishkek, Feb. 19, 2021 /Kabar/. Kyrgyzstan is participating in the 28th Minsk International Book Fair, which is being held on Feb. 18-21 under the auspices of the Ministry of Information of the Republic of Belarus.

The Kyrgyz Embassy in Belarus said that over 280 exhibits from 20 countries – Kyrgyzstan, Austria, Azerbaijan, Armenia, Belarus, Venezuela, Germany, Iran, Kazakhstan, China, Moldova, Pakistan, Palestine, Russia, Syria, Tajikistan, Turkmenistan, Turkey, Uzbekistan, and Ukraine – are represented at the fair.

The pavilion of Kyrgyzstan features the best Kyrgyz books – the trilogy of Manas, Semetei, Seitek, books by writer Chyngyz Aitmatov and other Kyrgyz authors.

First Deputy Head of the Belarus President Administration Maxim Ryzhenkov, Ambassador of Kyrgyzstan to Belarus Ermek Ibraimov, Special Representative of Russian President on International Cultural Cooperation Mikhail Shvydkoy,as well as permanent plenipotentiaries of member states of the Commonwealth of Independent States (CIS) took part in the opening ceremony of the exhibition.

In addition, the Kyrgyz books are also presented at the central exponent, the Commonwealth of Independent States, dedicated to the 30th anniversary of the international organization whose motto is “The book unites people and countries”.

The Embassy also presented a table with tourism literature, booklets with tourist sites and flyers with the addresses of Internet resources about the tourism potential of the country.

EBRD supports reliable power supply in Kyrgyz Republic

Bishkek, Dec.9, 2017 / Kabar/. The EBRD is contributing to the reliability of power distribution in the Kyrgyz Republic with a financing package of up to €6 million to JSC Vostokelectro, one of power distribution companies covering 47% of Kyrgyz Republic territory.

It will consist of a sovereign loan of up to €4 million and an investment grant of up to €2 million from the EBRD Shareholder Special Fund to support Vostokelectro’s investment to improve energy efficiency and reduce energy losses. The EBRD is also financing a corporate development programme for the electricity distribution company, aimed at strengthening its financial performance.

The EBRD financing will allow Vostokelectro to install advanced metering systems, modernise and strengthen its low- and medium-voltage power infrastructure and establish a better integration with renewable sources of energy. The implementation of these investments is expected to reduce technical losses by 18,400 MWh per year and carbon emissions by 2,097 tonnes of CO2 per year.

The loan is provided under the EBRD Green Economy Transition (GET) approach, a strategy which sets the EBRD on course to dedicate 40 per cent of its annual investment to green finance by 2020. The Bank is well on the way to achieving this objective.

Aida Sitdikova, Director, Head of Energy and Natural Resources, Russia, Caucasus and Central Asia, said: “We are pleased to continue our cooperation with the Government of the Kyrgyz Republic in our mutual goal to modernise the country’s energy sector. This new project will help provide better quality services to citizens as well as bring international good practices to a regional power distribution company.”

According to information provided by Bakyt Sydykov, the General Director of Vostokelectro, the proposed investment project will focus on the replacement of 32,000 old induction meters with new smart meters in areas with high electricity losses. It will also help replace 0.4 kV of overhead power supply lines with an insulated self-supporting wire and reconstruct two sub-stations. Once implemented, the project will secure stable and reliable supply of electricity in the region.

To date, the EBRD has invested about US$ 770 million in various sectors of the Kyrgyz economy, with projects in infrastructure accounting for a third of the total investment.

ADB continues support to improve investment climate in Kyrgyzstan

Bishkek, Dec. 19, 2017 / Kabar /. The Asian Development Bank’s (ADB) Board of Directors has approved a $25 million policy-based grant to continue ongoing efforts to improve the investment climate in the Kyrgyz Republic and encourage the private sector to contribute more effectively to the country’s growth. The grant is being provided under subprogram 3 of the Second Investment Climate Improvement Program (Second ICIP).

“The private sector has a significant role to play in boosting the Kyrgyz economy through diversified economic growth and higher value-added job creation,” said Priyanka Sood, Senior Financial Sector Specialist at ADB. “ADB’s grant will increase access to financial services for small businesses, improve prospects for private sector participation in developing infrastructure including through public-private partnerships (PPPs), diversify trade and investment, and increase transparency and ease of doing business. Together, these actions will make the country a more attractive place for investment and job creation.”

Small and medium-sized enterprises (SMEs) are one of the biggest contributors to the Kyrgyz economy, comprising about 40% of the country’s gross domestic product and almost 20% of total employment. Subprogram 3 will help increase access to finance by reducing the risks of lending to SMEs including through operationalization of the State Guarantee Fund, while also expanding financial services among the underbanked segment of the population by expanding the use of mobile and internet payments for key public services. It will also support government efforts to further develop the country’s PPP program. The first PPP agreement was signed in August 2017 for the provision of hemodialysis services in Bishkek, Osh, and Jalalabad.

Additionally, subprogram 3 has provided support for the government’s efforts to diversify trade and investment destinations and sources. It will also help increase transparency and improve the ease of doing business in the country to incentivize private businesses to join the formal economy and encourage more private sector players—domestic and international—to do business in the Kyrgyz Republic.

These outputs build on ADB-supported reforms in 2015 and 2016 implemented under subprograms 1 and 2, which totaled over $65 million.

Established in 1966, ADB is celebrating 50 years of development partnership in the region. It is owned by 67 members—48 from the region. In 2016, ADB assistance totaled $31.7 billion, including $14 billion in cofinancing.
